Represents Llanegwad, Llanfynydd & Llanfihangel Rhos-y corn on Carmarthenshire County Council.

At the time of the 1999 election Dilwyn had eight years' experience in local Government.

He retired early and was a businessman and was involved with charitable organisations. He has fluency in both the English and Welsh languages.

Through the freedom of the Independent benches he zealously looks after the interests of the Electorate, whatever their politics.

Served as Chairman of Carmarthenshire County Council 2003-4.
